two-stage competition to design and produce a site-specific public art
piece for installation near the corner of Weber
Street West and Guelph Street in Kitchener, Ontario. The successful
proponent will design and fabricate a piece that reflects the evolution
of Kitchener’s economy, including, but not limited to, Kitchener’s
industrial and manufacturing history and emerging
technology and IT sectors. Kitchener’s progression towards becoming a
more sustainable and environmentally conscious community should also be
incorporated into the design.</span></div>

I talked with a couple of people who said they made $200 and I spent over $50 which was way more than I thought I would. But the bargains kept on coming!</span><br />

The RIENS (<a href="http://www.kitchener.ca/en/livinginkitchener/riens.asp" marked="1" target="_blank">Residential Intensification in Existing Neighbourhoods Study)</a> has now been endorsed by the City at the Kitchener CIty Council meeting on Monday, March 20<sup>th</sup>. If you have not been following the progress of this initiative you should as it has a direct impact on our neighbourhoods. </div>

We are all aware that due to the<a href="https://www.placestogrow.ca/index.php?option=com_content&task=view&id=4&Itemid=9" marked="1" target="_blank"> Places to Grow </a>legislation it is becoming more and more important that we intensify our inner cities rather than expanding into the countryside. We also know that the LRT construction and the changes to areas surrounding LRT are making it more and more attractive to live in the core. Our Mount Hope - Breithaupt Park neighbourhood is highly desirable on both fronts. More and more people now want to live in our neighbourhood not only because of the wonderful look and feel of heritage houses but because we are now within walking distance of a newly evolving downtown with bars, restaurants, cultural events and employment opportunities. In the coming years we can expect that single family dwellings will be torn down and replaced by multi-family homes, that newcomers to the neighbourhoods will buy properties and build additions and that developers will buy up vacant properties and build larger homes than currently exist in the neighbourhood.</div>

The City of Kitchener has been extremely proactive in anticipating that this flight to the core may have an impact on existing neighbourhoods and decided to hire an outside consultant to work with City staff to ensure that the influx did not have an adverse impact on our neighbourhood (as well as the Vanier neighbourhood which is also adjacent to the LRT line). And thus, the RIENS project was borne. Although City Council has endorsed the RIENS recommendations and will implement these recommendations it will take up to 12 or 18 months to have the recommendations implemented by the Planning Department.</div>

It should be noted that some members of Council felt that the initial recommendations of the project were too restrictive and there should be some leeway on the planning guidelines. They were particularly concerned about the front yard setback (distance from the street in line with other houses on the street) and the height of new builds or additions (currently the height allowed is 10.5 m versus the recommended 8.5 m – this is essentially the difference of a 2 storey with a peak roof versus a 3 storey with a peaked roof). The height restriction was one of the most debated points during the process (e.g. how does the new building or addition impact the adjacent neighbours?). Ultimately, Council approved the 8.5 metre restriction where there are bungalows on the adjacent two properties. Otherwise the 10.5 metre restriction applies -- so if the two houses adjacent to the property are two storey homes, 10.5 metres would be the rule. </div>

The other point of contention throughout the process was the look and feel of new development and does it fit into the character of the streetscape? is this a neighbourhood with front porches, is this a street with two story brick houses, is this a street with bungalows or 1 ½ story houses and should the new build or addition mimic the existing houses on the street?</div>

As a residents in Mt. Hope/Breithaupt we need to monitor the Committee of Adjustment notices in the newspaper so that we can keep track of the development plans in our neighbourhoods. In future, it won't be as important to subscribe to the paper to get this information as the City will require the developer to post a notice on the actual property. If you feel proposed development does not meet the neighbourhood character you can raise your concerns with the developer (the proposed development does not fit into the look and feel of the neighbourhood) or appeal to the Committee of Adjustment as is the current procedure.</div>

<span style="font-family: Trebuchet MS, sans-serif;">During the LRT construction on King Central's business was seriously affected and they posted many signs around the neighbourhood pointing out they were open and showing how to access them. </span><br />

<span style="font-family: Trebuchet MS, sans-serif;">Over the period of construction it has been very convenient to be able to use Braun St. to enter and exit Central's parking lot but that route has now been permanently closed. Apparently the city has had discussions with the residents who did not want the traffic from Central to continue after King street was re-opened. </span><br />
<span style="font-family: Trebuchet MS, sans-serif;"><br /></span>
<span style="font-family: Trebuchet MS, sans-serif;">It is understandable that no one wants excessive traffic or noise on their street. But years ago Central was accessible through King Street, The Transylvania Club parking lot (which is now a medical building and fenced off) and (circuitously through a parking lot) Braun Street. Now there is just one entrance and exit which is off King Street. So as our neighbourhood has increased in density it has become less convenient to access our one local supermarket. Of course pedestrians and cyclists can still access Central through the Mt. Hope cemetery. </span><br />

<span style="font-family: Trebuchet MS, sans-serif;">When you exit Central and turn left on King (towards Kitchener downtown) you used to be able to turn left on Andrew to get back into the Mt. Hope neighbourhood. This is no longer possible because Andrew is blocked by the LRT. I contacted our City Councillor, Sarah Marsh, and inquired if it was legal to drive past Andrew to Agnes St., then do a U-turn at that intersection and drive back to Andrew. She said "yes", that this was legal!</span><br />
<span style="font-family: Trebuchet MS, sans-serif;"><br /></span>
<span style="font-family: Trebuchet MS, sans-serif;">I also noticed that, when turning left at the Agnes St. intersection, there is a long alley that runs behind the "Midtown Lofts" (currently under construction) from King to Louisa. It seems that with the ION route closing off some navigation alternatives, this alley might become more widely used that it is now. It is currently quite bumpy and in poor repair so I asked Councillor Marsh if the city was planning on upgrading this lane to handle more traffic and she said "yes", that was being planned. I assume we will have to wait until after the condos are finished before that work is started.</span><br />

That did not happen.</span><br />

<span style="font-family: "trebuchet ms" , sans-serif;">Again in 2016 the City of Kitchener was on the record (and <a href="http://www.therecord.com/news-story/6227791-kitchener-to-put-contaminated-factory-site-up-for-sale/" target="_blank">in The Record)</a> claiming it would be up for sale. That did not happen either.</span><br />
<span style="font-family: "trebuchet ms" , sans-serif;"><br /></span>
<span style="font-family: "trebuchet ms" , sans-serif;">In late 2016 the city added an <a href="https://www.kitchener.ca/en/insidecityhall/152-shanley-street.asp" target="_blank">information page</a> that discusses their intention to put it up for a tax sale in January. It is now February and there is no sale yet. </span><br />
<span style="font-family: "trebuchet ms" , sans-serif;"><br /></span>
<span style="font-family: "trebuchet ms" , sans-serif;">We contacted the city about this issue and they replied that there has been interest and they are delaying the sale until some time in February in order to give the interested parties more time for "due diligence". </span><br />
<span style="font-family: "trebuchet ms" , sans-serif;"><br /></span>
<span style="font-family: "trebuchet ms" , sans-serif;">The city's reply is that it has "been contacted by a few parties interested in the site and they have been doing their due diligence for which more time would be helpful. The formal advertisement is prescribed by legislation; it runs only 5 weeks and through that process the property is only advertised for sale for 4 of the weeks. Once we commence the formal advertisement we can’t deviate from it as the process is legislated and we lose any flexibility with respect to time. The formal advertisement will commence in the next two weeks and will run for 5 weeks."</span><br />

<span style="font-family: "trebuchet ms" , sans-serif;">So we can expect to see the sale announced soon.</span><br />

<span style="font-family: "trebuchet ms" , sans-serif;">The city has done a good job with their information page and the <a href="https://www.kitchener.ca/en/insidecityhall/resources/Legal/152-Shanley-Street---Information-Package---Nov.04-Final.pdf" target="_blank">Information Package </a>that is available for everyone to view. However, the city lists all the problems and obligations of the site, including its heritage designation, without mentioning many of the positive details of this growing part of our Mt. Hope - Breithaupt Park neighbourhood. </span><br />
<span style="font-family: "trebuchet ms" , sans-serif;"><br /></span>
<span style="font-family: "trebuchet ms" , sans-serif;">For example, the city's web page states "<i>The property may be eligible for brownfield financial incentive program</i>" (sic). Why doesn't it say: "here are some brownfield incentives that we will work with any partner to secure"? </span><br />
<span style="font-family: "trebuchet ms" , sans-serif;"><br /></span>
<span style="font-family: "trebuchet ms" , sans-serif;">Why isn't there a description of how the City will help any purchaser through the many steps required -after- the sale for the lengthy process of soil testing, remediation, permits required etc.? And this property also involves provincial standards so where is our <a href="http://www.ontla.on.ca/web/members/members_detail.do?locale=en&ID=7204" target="_blank">provincial representative</a> during this process?</span><br />

the Tent on Frederick Street (outside Crabby Joe's) in Downtown Kitchener. We now have
to leave because ION (the new LRT) will be installed on this section of roadway. But we are
pleased to announce we have a new Festhall location – we are going to the Kitchener
Market – the Upper Level. We believe this location will provide us with a comfortable and
attractive venue with a genuine Festhall "feel". We want to make this
the Downtown's
Festhall, and more importantly, your local and convenient community Festhall.
The capacity of our Hall is 475 people. </span><br />

establish ourselves in the community's mind. We've decided to invite the six

<p>Geographic areas are named so they have an identity and community. These can change over time just like language evolves. History and usage combine to identify regions and neighbourhoods. Change can happen suddenly, like the shift from "Berlin" to "Kitchener," or it can take more time, like the evolution of "downtown" Kitchener and "uptown" Waterloo. Part of "Stirling Avenue North" became "Wedgewood Drive" after the <a href="https://en.wikipedia.org/wiki/Conestoga_Parkway">Conestoga Parkway</a> was developed and the two parts were separated. "Regina Street" in Waterloo used to be named "Queen" but when the two cities agreed to consolidate naming to avoid confusion many street names were changed.

<p> If you look on some older maps, the current Lippert Park at Weber and Louisa used to be named "Huron Park". It was created after a developer donated 2.5 acres of land in 1936. The land was a series of lots on two unopened streets: Huron Street was planned to run from Weber into the park and Augusta would have run from Wilhelm to the end of Huron Street. Neither street was ever built yet the park was named after a street that never existed.
</p>
<p>In 1998 the City of Kitchener and our Neighbourhood Association (<a href="http://mhbpna.blogspot.ca/">MHBPNA</a>) did a safety audit of the park which resulted in the city doing a cleanup of trees, bushes etc. which made it much more welcoming. In 2015-2016 the park underwent a huge upgrade with a dog park, new playground equipment and a much improved tennis court and basketball courts.
</p>
<p>In 2004 members of the Lippert Family approached City Hall asking that the name of the park be changed to George Lippert Park to commemorate this well known industrialist and community builder. The Lippert furniture factory had been located very close to the park, so the city agreed to the name change (the renaming also avoided confusion with the Huron Industrial Park and the Huron Natural Area).

<p>Breithaupt Park/Street/Community Centre are all named after Louis Jacob Breithaupt who was an important businessman and politician in "Berlin's" early years (Breithaupt was Mayor of Berlin, manager of the Breithaupt Leather Company, president of the Berlin Gas Company and was also associated with other manufacturing businesses). Many members of the Breithaupt family are buried in the Mt. Hope cemetery.

<p>The Mount Hope neighbourhood is named after the Mount Hope cemetery which occupies a large amount of land in this area. According to the City of Kitchener it is "our oldest active cemetery with records dating back to the late 1700's. Actually, Mount Hope is two cemeteries, the original Mount Hope (known at one time as Greenbush Cemetery) which was Protestant, and Roman Catholic Mount Hope cemetery operated by Sacred Heart Church" until 1958 when the city took over operation of both.
</p>
<p>And Mount Hope is actually a "mount", or hill from which one can look down toward the City of Kitchener's core. When I led Jane's Walks in the past I called Mount Hope Kitchener's "industrial Suburb" because it was built out of the downtown area and across the tracks. It seems close now, but it was a very separate neighbourhood. The train tracks facilitated industrial development such as the Tannery, Krug Furniture and many other businesses. Many of the workers lived in the area and walked to work in the factories. There were over a dozen corner stores selling food and other goods. There was a strong Polish influence with Sacred Heart Church at the core. Mount Hope's history with the cemetery, manufacturing and the recent development of technology companies, two ION stops and the Transit Hub makes it an exciting place to live and learn about its past even as it rushes towards the future.

<p>Mount Hope (or part of it) is sometimes called "Midtown" because it is between "downtown" Kitchener and "uptown" Waterloo. Of course these are two different cities but many people feel like KW is really one big town. (In fact, a few years ago several people, including some CEOs of tech companies, lobbied for politicians to investigate amalgamation in order to bring a bigger voice to discussions with other levels of government and although Kitchener agreed to consider the idea the Waterloo population voted against it). Some real estate agents love the phrase "Midtown" because it has a hip urban vibe to it and (they hope) it extends some of the upscale prices of Waterloo into our own small part of Kitchener. I guess for some people "Mount Hope" sounds old and stodgy while "Breithaupt" is hard to pronounce and spell. Why not replace one or both with the easier "Midtown", a name that has no history or real meaning except "between uptown and downtown." The midtownkw twitter account acknowledges this definition problem thusly: "In the neglected expanse between Uptown and Downtown lies the absurdity of our community".
</p>
<p>No one knows what area "Midtown" encompasses. One real estate agent sent out his brochure with a map showing more than the entire Mount Hope area (King to Weber, Victoria to Union) branded as "Midtown". Developmental discussions of a few years ago sought to brand the area of King, from Union to William as "Midtown" as a spur to development. The City of Kitchener decided to ignore its organized neighbourhoods and designated much of the Cherry Park Neighbourhood and the Mount Hope Cemetery areas as "Midtown" for the purposes <a href="https://www.kitchener.ca/en/livinginkitchener/PARTS-Midtown-Station-Study-Area-Plan.asp">of its PARTS study</a>. The <a href="https://www.instagram.com/p/_kElFCxo0B/">KWMidtown instagram</a> account folks have decided it includes a large amount of the Cherry Park Neighbourhood, all of Mount Hope and a third of Breithaupt Park and some of Waterloo as well!
</p>
<p>Perhaps the appeal of "Midtown" is that because no one knows what it is exactly, it can be anything we want. Even if we disagree where it is, or if it even exists, we love that it sounds exciting and "forward thinking".

<p>"Mount Hope - Breithaupt Park" (MHBP) is an area <a href="https://www.kitchener.ca/en/livinginkitchener/NeighbourhoodAssociations.asp">designated by the city as a "neighbourhood"</a> like Central Frederick, Auditorium, Cherry Park etc. It has a neighbourhood association (http://mhbpna.blogspot.ca and www.mhbpna.org) that has existed for over 35 years. Like all organizations the NA has had periods of both intense activity and lethargy. It has funded neighbourhood events, run programs at the Breithaupt Community Centre (vegetarian cooking, self defense for women, Lego for kids etc.) and organized events like <a href="http://spokeonline.com/2015/02/11596/">Winterfest</a>, Soap<a href="http://mhbpna.blogspot.ca/2016/08/soapbox-derby-2016-please-read.html"></a> Box Derby, <a href="http://mhbpna.blogspot.ca/2015/04/earth-day-cleanup-april-24-2015.html">Earth Day Cleanup</a> and much more.
</P>
<p>MHBP is a large geographic area and the NA exists to help people do whatever they want to encourage community. Obviously the area is full of much smaller groups of people interested in diverse activities like soccer, potluck dinners, songwriting, urban activism, gardening etc.
</p>
<p>Finally, the name we hear the least seems to be the "North Ward". This is derived from the fact we are in Ward 10 and are in the furthest "north" part of that area. ("North" can be confusing because because King Street runs north-south in Waterloo but magically changes to west-east when it hits Kitchener, but that is another story). The phrase North Ward is occasionally used by residents who have been here over 30 years and refers to the whole Mount Hope - Breithaupt park area. North Ward is a little vague and the word "ward" means "an administrative division of a city or borough" but also "a person, usually a minor, under the care and control of a guardian". I suspect we don't use North Ward that often because it doesn't have a clear geographical definition and it sounds vaguely paternal.

That article was published on January 11, 2016 and on September 6th, 2016 the building is still not up for sale. Interesting. </span><br />

<span style="font-family: "trebuchet ms" , sans-serif;">The latest information is that there are "several interested parties" and that the city is putting together some kind of "package" for potential buyers to understand the issues with the property and the options that exist for Brownfield incentives. </span><br />

<span style="font-family: "trebuchet ms" , sans-serif;">Even if the property is purchased it will take some time to fulfill the Ministry of the Environment's requirements so cleanup and new construction <span style="font-family: "trebuchet ms" , sans-serif;">would</span> be at least a few years away. </span><br />

<span style="font-family: "trebuchet ms" , sans-serif;">Certainly this property is in a prime location with the Transit Hub, Google, the Tannery and all the other development happening in our area. It is also situated amongst a lot of really nice people! </span><br />

<span style="font-family: "trebuchet ms" , sans-serif;">On the other hand, its primary redevelopment purpose will be for condos and townhouses and we already have City Centre, One Victoria and the Midtown Condos either completed or in development. There will also be the "<a href="http://www.onehundred.ca/" marked="1" target="_blank">100 Victoria</a>" development, a proposed rebuild of the current <a href="http://www.zehrgroup.ca/project/607-king-street-west/" marked="1" target="_blank">King's Crossing Plaza</a> and the Transit Hub is also planning on having condos as part of its plan. How many condos <span style="font-family: "trebuchet ms" , sans-serif;">will</span> we need in downtown Kitchener before the market is saturated? </span><br />
